May 10 Possible end could be failure?

MANILA, Philippines–Liberal Party standard bearers Senators Benigno “Noynoy” Aquino III and Mar Roxas are worried that the first automated elections in May would end up in total failure due to the removal of safeguards in ballots and faulty implementation of several features of the automated election system (AES).

In a letter to Commission on Elections chairman Jose Melo, Aquino and Roxas expressed concerns that the poll body is running out of time to fully ensure the success of the automated elections and might need to resort to manual counting.

“The unrealistic and abbreviated timeline observed by the Comelec, as well as the consequent alarming delays in the production of election paraphernalia, create a possibility for the occurrence of a failure of elections,” they said in the letter.

“Further, we are particularly disturbed by the fact that the Commission and Smartmatic-TIM have disabled or entirely removed crucial safeguards in the various components of the AES,” they added.

The removal of crucial safeguards, which are required under the law, they said, would present an opportunity for massive electoral fraud by certain sectors that are desperate to hold on to power beyond their constitutional mandate.

LP’s general campaign manager, Florencio Abad, said Aquino and Roxas and the entire leadership of LP were alarmed by the “overwhelming evidence that there is a grand conspiracy to make the elections fail and get someone in power now to stay beyond June 30.”

Aquino and Roxas, Abad said, cited eight reasons to justify their claim of a possible failure in the implementation of automated poll system.

First, the poll body allegedly prevented a timely and genuine review of the source code by political parties and other interested stakeholders;

Second, the lack of means to verify ultra-violet marks in the official ballots.

During the site visit of candidates to the National Printing Office (NPO) on March 11, the LP said, the Comelec and Smartmatic-TIM confirmed that the built-in capability of the PCOS machines to read and verify the hidden ultra-violet security mark on the official ballot have been disabled.

Third, the LP said the parallel random manual audit as required under the law should be undertaken by an independent auditor prior to the electronic transmission of election results and proclamation.

Fourth, the refusal to accredit NAMFREL-CBCP-NASSA as citizens’ poll watchdog group.

Fifth, the “unfair ballot design,” that allegedly favored Senator Manny Villar, Aquino’s closest rival in the presidential race.

Sixth, the lack of contingency/back-up plans in case of a systems breakdown or any such eventuality that would result in the delay, obstruction or non-performance of the process.

“Considering the lack of safeguards, delays, tight schedules and other problems in the implementation of the automated elections, it is imperative for the Comelec to prepare for manual elections as a contingency or back-up measure,” said the LP.

Seventh, the disqualification of LP candidates in the past few months.

The LP noted a spate of disqualifications, specifically targeting their candidates like Pampanga Governor Ed Panlilio, Isabela Gov.Grace Padaca and popular actor Richard Gomez.

And eight, the pending resolution of the poll body to the petition of Villar’s Nacionalista Party against the LP’s status of being the dominant minority party.

6 provinces lack telecom facilities - Comelec

“It does not mean that we can no longer transmit the results,” he said. “We can still transmit using the satellite.”

Site surveys conducted by Smartmatic-Total Information Management Corp. (TIM) showed 30 percent of the country lack access to telecommunication facilities.

These are the provinces of Abra, Benguet, Samar, Leyte, Zamboanga and Tawi-Tawi.

As of March 17, the number of registered voters in Abra was 147,615; Benguet, 328,010; Samar, 442,662; Leyte, 997,244; Zamboanga, 936,797; and Tawi-Tawi, 156,027, according to the Comelec.

Smartmatic started the survey in September last year to determine the availability of telecommunication facilities nationwide.

Anticipating a possible breakdown in telecommunications signals, Smartmatic had procured 5,000 units of BGAN as an alternative means to transmit election results.

Noynoy, Villar slug it out on the Internet, too

MANILA, Philippines - The heated exchanges between frontrunners Senators Benigno “Noynoy” Aquino III and Manuel “Manny” Villar over the debate and presidential surveys is spilling over on to the Internet especially on popular social networking site Facebook which counts 9 to 12 million Filipino users, more than 7 million of whom are of voting age.

As of midnight Wednesday, Aquino’s official Facebook page lists more than 304,000 supporters; Villar’s has 267,000. He’s fast catching up on his rival just like in the recent result of a Social Weather Station survey.

This has led to accusations from Aquino’s camp that Villar’s fans are mostly from fake accounts.

On Villar’s page, however, a reply was posted saying the charges are desperate.

PNP scores hard-headed Pinoy gun owners

The Philippine National Police (PNP) scolded gun owners Tuesday for insisting on bringing out their firearms despite an ongoing election gun ban. PNP spokesman Chief Superintendent Leonardo Espina said at least 71 people and some of them law enforcers had already been arrested for violating the gun ban, which took effect Sunday.

The Commission on Elections (Comelec)’s Resolution 1814 bans candidates and private individuals from carrying firearms and hiring bodyguards during the election period which runs from January 10 to June 9, 2010.

Mindanao looms as the swing vote in 2010 elections

VOTE-RICH Mindanao is emerging as the new battlefront among the candidates in next year’s elections, with some opposition bets claiming that the massacre of 57 civilians there last month is boosting their candidacy while dimming the chances of the ruling party’s candidates.

Mindanao had 10.65 million voters in 2007, and those numbers appear to be more than enough to draw the attention of all the presidential candidates except deposed President Joseph Estrada, the standard-bearer of the Partido ng Masang Pilipino.

They claim visiting Mindanao almost every week to boost their chances in 2010, although it appears that only the ruling Lakas-Kampi CMD’s presidential bet, former Defense Secretary Gilberto Teodoro, dares to visit the island’s wilder areas like Maguindanao, where the 57 people, including the family and supporters of Vice Mayor Esmael Mangudadatu, were butchered.

Son of Philippines’ late dictator dreams of presidency

MANILA (Reuters) – The Oxford-educated son of the Philippines’ former dictator Ferdinand Marcos wants to follow the footsteps of his namesake father by winning a seat in the upper house of Congress in May as a first step toward the presidency.

“If we succeed in what we are doing now, it wouldn’t be bad to be president. The presidency would be a good cap to one’s political career,” Ferdinand “Bongbong” Marcos Jr told foreign correspondents in Manila.

The 52-year-old congressman from the northern Ilocos Norte province, his father’s bailiwick, recently launched his second attempt to run for senator. He lost in the 1995 polls, claiming he was cheated of a seat in the 24-member Senate.

His father started his career in the post-war Philippines as a congressman, then was a senator before becoming the country’s longest serving president. Marcos ruled as a dictator in the last 14 of his 20-year rule and was ousted in 1986 by an army-backed popular revolt.

Aquino still No. 1 but Villar, Teodoro ratings up

MANILA, Philippines—The ratings of former Defense Secretary Gilbert Teodoro and Sen. Manny Villar are up in the latest Social Weather Stations (SWS) survey on presidential candidates.

But Sen. Benigno “Noynoy” Aquino III is still the leading choice of Filipinos to succeed President Gloria Macapagal-Arroyo.

The nationwide survey, conducted from Nov. 4 to 8, showed Aquino topping the list of three leaders vying to replace Ms Arroyo, with 59 percent of respondents choosing him.

Aquino was followed by Villar and Sen. Francis Escudero with 45 percent and 27 percent, respectively.

Arroyo files COC for congressional bid

MANILA - President Arroyo on Tuesday filed her certificate of candidacy to run for the 2nd congressional district of Pampanga, making her the first incumbent president in Philippine history to run for a lower position.

Arroyo first heard Mass at the St. Augustine Church in her hometown of Lubao, Pampanga before proceeding to the local Commission on Elections office. She was accompanied by her husband, Jose Miguel, while hundreds of supporters cheered.

Mrs. Arroyo earlier said she made her decision to stay in government due to the clamor of her supporters in Pampanga. “After much contemplation I realized I am not ready to step down completely from public service,” she said in a radio interview.

Manzano joins Erap team’s senatorial slate

Former President Joseph “Erap” Estrada, standard bearer of the Pwersa ng Masang Pilipino (PMP)-PDP Laban coalition party, said on Thursday showbiz personality Edu Manzano has been officially included in his party’s list of senatorial bets for the May, 2010 elections.

Estrada said during the No Holds Barred media forum sponsored by the National Press Club (NPC) that Mary Grace Poe-Llamanzares, daughter of the late movie king Fernando Poe Jr., was also named as among the “senatoriables” for the PMP-PDP Laban slate.

Manzano, former head of the Optical Media Board (OMB), which is in the forefront of the government’s drive against video piracy, has agreed to throw his hat in the senatorial race.
