Senate bows to House

Senators have conceded that they will be outvoted in the joint session of Congress although most of them are against President Gloria Macapagal-Arroyo’s imposition of martial law in Maguindanao province.

The Senate and the House of Representatives have agreed to hold a joint session on Wednesday to debate on the merits of Proclamation No. 1959 that Ms Arroyo issued on Dec. 4. to quell what she believed was a rebellion led by the powerful Ampatuan clan.

The joint session of Congress was supposed to be held on Tuesday.
