Govt admits it can’t compel US to turn over rape convict

MANILA Philippines - A day after the Supreme Court ruled convicted rapist Lance Corporal Daniel Smith should be turned over to Philippine jurisdiction, an official admitted the government can’t do anything if the United States government refuses to comply with the order.
Interior Undersecretary Marius Corpus said the Philippine government is in no position to pursue charges against the US, which he said is a sovereign state.
